Abstract
Sosyal bir varlık olan insan, diğer insanlarla iletişim kurmak zorundadır. İletişim, yazılı ve sözlü iletişim olarak ikiye ayrılır. Örgütü örgüt yapan kurallar ve bu kuralların yazılı olduğu resmi belgelerdir. Gelişen teknolji ile birlikte örgütler, fiziki anlamda yazılı belgelerden vazgeçerek bunu dijital ortama taşımışlardır. Milli Eğitim Bakanlığı (MEB), Doküman Yönetim sistemi (DYS) ile öğretmenlere 12 Eylül 2022 tarihi itibariyle resmi yazıları tebliğ etmeye başlamıştır. Bu araştırma öğretmenlerin DYS hakkındaki görüşlerinin incelenmesine yönelik nitel bir çalışmadır ve durum deseni kullanılmıştır. Araştırmanın çalışma grubunu Samsun ilinde çalışan ilkokul, ortaokul ve lise öğretmenleri oluşturmakta ve araştırmaya katılan öğretmenler maksimum çeşitlilik örneklemi yöntemi ile belirlenmiş 22 öğretmenden oluşmaktadır. Öğretmenlerin DYS’ye ilişkin görüşlerini belirlemek için araştırmacı tarafından hazırlanan iki bölümden oluşan yarı yapılandırılmış görüşme formu kullanılmıştır. Araştırmada elde edilen veriler içerik analizi tekniği kullanılarak çözümlenmiştir. Araştırma sonuçları, öğretmenlerin DYS kullanımı konusunda eğitim almadıkları için kendilerini yeterli hissetmedikleri; DYS’yi sık sık kontrol etmedikleri tespit edilmiştir. DYS cep telefonu uygulaması geliştirilmesinin ve bu uygulama ile kişiye sesli bir bildirim ve mesaj gelmesi, aynı zamanda kullanıcı arayüzünün bilgisayardaki ile aynı olması öğretmenlerin DYS’yi daha aktif kullanmasını ve iletilen yazılardan zamanında haberdar olunmasını sağlayacağı düşünülmektedir. Dys’yi kullanma konusunda genellikle cep telefonu ve bilgisayar kullanıldığı; fakat telefon ile gelen yazıları okumanın güç olduğu ve yazı eklerinin indirilmeden okunamadığı tespit edilmiştir. DYS’nin avantajları ile ilgili, kağıt toner israfını önlemesi, geçmişe dönük evrak tarama yapılabilmesi, her yerden ulaşılabilir olması gibi faydaları dile getirilmiştir. Genel olarak öğretmenler DYS’yi tasarruf açısından mantıklı bulmakta; fakat eksikliklerinin çözüme kavuşturulduğunda öğretmenlerin daha aktif kullanacağı düşünmektedirler.

Abstract
Being a social being, humans have to communicate with other people. Communication is divided into written and verbal communication. The rules that make an organization an organization and the official documents in which these rules are written. With the developing technology, organizations have abandoned physical written documents and moved them to the digital environment. The Ministry of National Education (MEB) started to notify official letters to teachers as of September 12, 2022, through the Document Management system (DYS). This research is a qualitative study to examine teachers' opinions about DYS and a situational design was used. The study group of the research consists of primary school, secondary school and high school teachers working in Samsun province, and the teachers participating in the research consist of 22 teachers determined by the maximum diversity sampling method. A semi-structured interview form consisting of two parts prepared by the researcher was used to determine teachers' opinions about DYS. The data obtained in the research were analyzed using the content analysis technique. The research results show that teachers do not feel competent because they are not trained in the use of DMS; It was determined that they did not check the DYS frequently. It is thought that developing a DYS mobile phone application, receiving an audible notification and message through this application, and having the user interface the same as on the computer, will enable teachers to use DYS more actively and be informed about the messages sent in a timely manner. When it comes to using Dys, mobile phones and computers are generally used; However, it has been determined that it is difficult to read the texts received by phone and the text attachments cannot be read without downloading. The advantages of DYS, such as preventing waste of paper toner, being able to scan historical documents, and being accessible from anywhere, have been mentioned. In general, teachers find DYS reasonable in terms of savings; However, they think that teachers will use it more actively when their deficiencies are resolved.
