Abstract
Bu araştırmanın amacı, Türkiye’de özel eğitim hizmetlerinin örgütsel ve yönetsel sorunlarının analiz edilmesidir. Bu çalışma özel eğitim okul yöneticilerinin sorunlarla ilgili görüşlerini ayrıntılı biçimde ve farklı yönleri ile ortaya koyarak betimlemek ve ayrıntılı bir anlayışa sahip olmak için fenomenoloji deseninde yürütülmüştür. Bu çalışmada, nitel araştırma tekniklerinden fenomenoloji deseni kullanılmıştır. Araştırmanın çalışma grubunu özel eğitim yöneticileri oluşturmaktadır. Bu kapsamda araştırmaya dahil edilen 8 yönetici ile görüşülmüştür. Çalışmada veri toplama aracı olarak yarı yapılandırılmış görüşme formu kullanılmıştır. Veriler 2022 ve 2023 yılları içerisinde araştırmacılar tarafından yüz yüze, telefon görüşmesi veya yazılı mülakat ile yapılan görüşmeler neticesinde toplanmıştır. Elde edilen veriler araştırmanın kapsamı doğrultusunda betimsel analiz yöntemlerinden olan içerik analizi yapılarak değerlendirilmiş ve çalışma sonucunda önerilerde bulunulmuştur. Araştırmadan elde edilen sonuçlara göre; özel eğitim hizmeti veren tüm kurumlar ve altyapıları, ülke genelinde belirlenen asgari standartlarla kontrol edilmelidir. Asgari standartları karşılamaları için önlemlerin alınması gerektiği ifade edilmiştir. Aynı çocuğa özel eğitim hizmeti veren kurumların eşgüdümünü sağlanması gerektiğini belirtmişlerdir.

Abstract
The purpose of this research is to analyze the organizational and managerial problems of special education services in Turkey. This study was carried out in the phenomenology pattern in order to describe the views of special education managers’ about the problems they experienced in detail and with different aspects, and to have a detailed understanding. In this study, phenomenology design, one of the qualitative research techniques, was used. The study group of the research consists of special education administrators. In this context, 8 managers included in the research were interviewed. A semi-structured interview form was used as a data collection tool in the study. The data were collected by the researchers in 2022 and 2023 as a result of face-to-face, telephone or written interviews. The data obtained were evaluated by content analysis, which is one of the descriptive analysis methods, in line with the scope of the research, and suggestions were made as a result of the study. According to the results obtained from the research; All institutions providing special education services and their infrastructures should be controlled with the minimum standards set throughout the country. It was stated that measures should be taken to ensure that they meet the minimum standards. They stated that the institutions providing special education services to the same child should be coordinated.
