Abstract
Eğitim sisteminin amacı, insan sermayesi yetiştirmek ve bu yolla toplumsal yarar sağlayarak kalkınmaya aracılık etmektir. Bu amacın gerçekleştirilmesinde geçmişi oldukça eskiye dayanan eğitim yönetimi yaklaşımları ve teknikleri geliştirilmiştir. Hızla değişen yapılar ve gereksinimler karşısında amaçlara ulaşabilmek için öğretmeni çok daha fazla merkeze alan güçlü bir anlayışa gereksinim vardır. Çünkü bilgi toplumu çağında eğitim sistemi artık yönetici değil öğretmen merkezli bir duruma gelmiştir. Dolayısıyla yönetim tekniklerinde öğretmenden başlayarak yöneticiye doğru gidilmesi gerekmektedir. Geleneksel okul yönetimi anlayışındaki ast ve üst ilişkilerine dayanan hiyerarşik bir yaklaşım söz konusu iken bu anlayış artık geçerliliğini yitirmiştir. Bu çalışmada öğretmenlerin yaşadıkları yönetimsel sorunların neler olduğu ve öğretmenlerin bu konudaki düşünceleri incelenmiştir. Çalışma 2019-2020 bahar döneminde Samsun ilinin Terme ilçesinde birbirinden farklı ilkokul, ortaokul ve liselerde görev yapan dokuz kadın ve dokuz erkek olmak üzere toplam on sekiz öğretmenle yarı yapılandırılmış görüşme soruları kullanılarak gerçekleştirilmiştir. Çalışma sonucunda katılımcı öğretmenlerin görev yaptıkları okullarda genel olarak yönetimsel sorun yaşamadıkları ancak örgütsel adalet ve örgütsel iletişime önem verdikleri tespit edilmiştir.

Abstract
The purpose of the education system is to raise human capital and thereby mediate development by creating social benefit. In the realization of this goal, education management approaches and techniques, which have a long history, have been developed. In order to achieve the goals in the face of rapidly changing structures and needs, a strong understanding is needed that takes the teacher to more centers. Because in the information society era, the education system is now teacher-centered, not manager. Therefore, it is necessary to go to the manager starting from the teacher in the management techniques. While there is a hierarchical approach based on subordinate and superior relations in the traditional school management approach, this understanding has lost its validity as of today. In this study, what are the administrative problems of teachers and the opinions of teachers on this subject are examined. The study was carried out by using semi-structured interview questions with 9 female and 9 male teachers working in different primary, secondary and high schools in Terme district of Samsun province in the spring of 2019-2020. As a result of the study, it was determined that the participant teachers did not have administrative problems in their schools, but they attached importance to organizational justice and organizational communication.
