Abstract
Kent konseyleri ve sivil toplum kuruluşları, teşkilat yapıları ve işleyişleri farklı olsa da benzer biçimde toplumsal fayda amacıyla bir araya gelmiş, kâr amacı gütmeyen, gönüllü kişi ve kuruluşlardan oluşan örgütlerdir. Her iki organizasyon, yönetime katılımı güçlendirmek üzere geliştirilmiş demokratik yapılardır. Sivil toplum kuruluşları, kent konseylerine katılabilir ve faaliyetlerine destek olabilir. Bu araştırmada, sivil toplum kuruluşları ile kent konseyleri arasındaki ilişkiyi organizasyonlar arasındaki benzerlikler ve farklılıklar yoluyla ortaya koymak amaçlanmaktadır. Bu amaçla bu çalışmada kent konseyleri ve sivil toplum kuruluşlarına yönelik temel bilgilere yer verilmiş ve alan yazın ışığında güncel durum üzerinden kent konseylerinin ve sivil toplum kuruluşlarının etkinlik durumu değerlendirilmiştir. Böylece, sivil toplum örgütlerinin potansiyelleri üzerinden kent konseylerindeki olası katkılarına yönelik bir çerçeve çizilerek ve öneriler geliştirilmeye çalışılmıştır. Sonuç olarak; kent konseyleri ile STK’ların yapısal ve işlevsel benzerlikler çerçevesinde ortak amaçlar etrafında daha güçlü bir biçimde bir araya getiren özelliklere sahip oldukları, farklılıklar çerçevesinde problemlerin çözümünde daha etkin yollar üretme potansiyeline sahip oldukları görülmektedir. Bu bağlamda var olan potansiyeli ve sağlanabilecek katkıları üst düze çıkarmak üzere ilişkilerin geliştirilmesi gerektiği önerilebilir.

Abstract
City councils and non-governmental organizations are organizations consisting of non-profit, voluntary individuals and organizations that have come together for the purpose of social benefit, although their organizational structures and functioning are different. Both organizations are democratic structures developed to strengthen participation in management. Non-governmental organizations can participate in city councils and support their activities. The aim of this research is to reveal the relationship between non-governmental organizations and city councils through the similarities and differences between the organizations. For this purpose, in this study, basic information about city councils and non-governmental organizations has been included and the effectiveness of city councils and non-governmental organizations has been evaluated in the light of the current situation in the light of the literature. Thus, a framework has been drawn for the potential contributions of non-governmental organizations to the city councils and suggestions have been tried to be developed. In conclusion; It is seen that city councils and NGOs have the characteristics that bring them together around common goals within the framework of structural and functional similarities, and they have the potential to produce more effective ways to solve problems within the framework of differences. In this context, it can be suggested that relations should be developed in order to maximize the existing potential and the contributions that can be made.
